Upgraded server and ended up with a slower system -Help needed

We recently upgraded (or at least I thought we did)our MySQL server from a PowerEdge 2950 and Intel Xeon Quad-Core X3353 to a PowerEdge R610 and 2x Quad Core Xeon E5520 – both with 12GB of RAM.

I am looking for a USA based dedicated server company that will install ESXi. It doesnt need to be a "beast" of a server. Just 4-6gb ram quad core atleast 500GB HD but would prefer 1TB and a metered gigabit connection. – say 5tb monthly. Any ideas?
price point is around 150$ USD monthly.

87% swap used but only 16% memory used – does it make sense?

My apache server reports this under WHM’s Service Status:
Memory Used 16.5 %
Swap Used 86.79 % (and, understandably, there’s a warning sign next to the swap used figure)
